When any telephone, electric light or utility poles are set or reset, they shall be
placed immediately outside of the curbline of the street and adjacent thereto. In
all cases when a telephone, electric light or utility line is removed from any street,
or in case a new line should be established, such line shall enter or pass through
the village in and upon the alleys thereof, whenever it is deemed practical and advantageous
by the village board or street committee.
