§ 28-60. Purpose; charges; computation.

  • (a)

    Water service charge. The water service charge for the use of and for service supplied by the water facilities of the village shall consist of a basic user charge, a debt service charge, and a capital improvement charge. No free water service shall be supplied by the village to any person, firm, organization or corporation, whether the same is public or private.

    (b)

    Charge to recover operation, maintenance and replacement. The basic user charge is levied on all users to recover the operation, maintenance plus replacement (O, M and R) costs and shall be based on water usage as recorded by water meters. The basic user charge shall be computed as follows:

    (1)

    Estimate the annual water volume.

    (2)

    Estimate the projected annual revenue required to operate and maintain the water facilities, including a replacement fund for the year, for all works categories.

    (3)

    Compute costs per 100 cubic feet of billable volume.

    (c)

    Debt service charge. The debt service charge is computed by apportioning the annual debt service as a fixed charge per billing period.

    (d)

    Capital improvement charge. The capital improvement charge is levied on users to provide for capital improvements, extensions or reconstruction of the waterworks. The capital improvement charge is computed by apportioning the annual amount to be accrued as a fixed charge per billing period.

    (e)

    Annual review. The adequacy of the water service charge shall be reviewed, not less often than annually, by certified public accountants for the village in their annual audit report and as the village deems necessary by the village engineer. The water service charge shall be revised periodically to reflect a change in local capital costs or O, M and R costs.

    (f)

    Measurement of flow. The volume of flow used for computing basic user charges shall be the metered water consumption read to the lowest even increments of 100 cubic feet.

    (1)

    If the person procures any part, or all, of his water from sources other than the public waterworks system, the person shall install and maintain, at his expense, water meters of a type approved by the village for the purpose of determining the volume of water obtained from these other sources.

    (2)

    Devices for measuring the volume of water may be required by the village if these volumes cannot otherwise be determined from the metered water consumption records.

    (3)

    Metering devices for determining the volume shall be installed, owned, and maintained by the person. Following approval and installation, such meters may not be removed, unless service is canceled, without the consent of the village.

    (g)

    Basic user charge. There is hereby established a basic user charge of $8.60 per month of metered water consumption not in excess of 400 cubic feet per month to be applied to all users to recover O, M and R costs.

    (h)

    Debt service charge. There is hereby established a debt service charge of $3.15 per month to each user of the water facility.

    (i)

    Capital improvement charge. There is hereby established a capital improvement charge of $3.50 per month to each user of the water facility.

    (j)

    Rates. A minimum charge of $15.25 per month shall be applied to all users whose water consumption does not exceed 400 cubic feet per month. This minimum charge consists of $8.60 for O, M and R costs, $3.15 for debt service costs and $3.50 for capital improvement costs. Usage in excess of 400 cubic feet per month will be charged at a rate of $2.15 per 100 cubic feet. This rate consists of $2.15 for O, M and R costs, $0.00 for debt service costs and $0.00 for capital improvement costs.

    (k)

    Computation of water service charge. The water service charge shall be computed by the following formula:

    CC = Capital improvement charge (subsection (i) of this section)
    CD = Debt service charge (subsection (h) of this section)
    CM = Minimum charge for O, M and R (subsection (j) of this section)
    Vu = Water volume for the billing period
    X = Allowable consumption in gallons for the minimum charge (subsection (j) of this section)
    CU = Basic user charge for O, M and R (subsection (g) of this section)
